What is a construction cost plan? In the construction industry, a cost plan is a tool used to control and manage estimated construction costs, beginning with early programming/conceptual designs and onward through the construction phase of a project. That means that cost plans are living documents, similar to a project management plan. They must be managed throughout the lifecycle of a construction project. The science (and art) of where cost estimating develops into cost planning relies on sound construction knowledge and a thorough understanding of cost estimating principles. It also requires the proper cost modelling tools and a healthy dose of experience.
